摘要：本文从国家三星级绿色建筑---中新天津生态城起步区15地块1A公屋实例出发，分析了绿色保障房低成本建筑技术体系，对绿色保障房的建设、发展及推广提供参考和借鉴。

Abstract：According to the performances of low-cost building technologies in a three-star green indemnificatory apartment，this paper analyzed the application effects of low-cost technical systems in Tianjin，provided some implications in the construction，development，and promotion of low-cost indemnificatory apartment.

1. 前言

“十二五”之后的未来五年，中国计划新建保障性住房3600万套。社会保障性住房的建设对于改善民生、促进社会和谐和稳定意义重大。因此，如何把价格低廉的保障性住房建成绿色建筑，则尤为重要。目前绿色保障房已经迈出了探索的步伐，首当其冲的遇到的是成本问题，急需探索适宜的低成本绿色保障房技术体系，降低其绿色建筑增量成本。本文以低成本国家三星级绿色建筑—中新天津生态城起步区15地块1A公屋为实例，分析天津绿色保障房低成本建筑技术体系，对绿色保障房的建设、发展及推广提供参考和借鉴。
