摘要：城市社区是《“十二五”控制温室气体排放工作方案》提出的重点减排领域，低碳社区是解决我国未来城市居民面临高碳排放生活的重要解决方法。目前我国在低碳社区方面的工程实践和研究相对较少，针对建设过程中缺乏相应的评价指标和标准的问题，本项研究通过总结分析国内外低碳社区建设评价指标的内容及特点，结合我国社区特点提出了符合我国国情的低碳社区评价指标体系和使用方法。

STUDY ON EVALUATION INDEX SYSTEM OF LOW-CARBON COMMUNITY

Abstract：Urban communities are the focus field proposed by"12th Five-Year" program of work to control greenhouse gas emissions.The low-carbon community is important method to solve our future life of city residents faced with high carbon emissions solution. Now engineering practice and research in low-carbon community in China is relatively rare, there is a lack of lack of appropriate evaluation indicators and criteria in the process of building. This study analyzed the content and features of the evaluation of low-carbon community development at home and abroad. Combined with the features of community, the research has raised an evaluation index system and the method for evaluation that in line with the national conditions in China.

1引言

全球能耗的1/3左右来自于住宅、商用和公共服务建筑，建筑物碳排放控制始终是节能减排的重点，随着经济的发展，人们关注的重点从单体建筑转移到人与建筑的集合体，即城市社区。与发达国家的社区居民不同，我国大多数城市居民还未陷入高碳排放的生活方式中，社区已成为节能减排的潜在新领域。

“低碳社区”是通过构建气候友好的社区自然环境、基础设施、人文环境，形成绿色低碳的生活方式，实现低碳排放的城乡社区。城市低碳社区是一个完整的节能环保体系，在对建筑材料与建筑物使用的整个生命周期内，最大限度地利用自然资源和能源，减少对化石能源的依赖，减少环境破坏与污染，提高能效，实现能源需求与废物处理基本循环利用，最终降低CO2排放量。《“十二五”控制温室气体排放工作方案》中明确提出开展低碳社区试点的工作要求：“结合国家保障性住房建设和城市房地产开发，按照绿色、便捷、节能、低碳的要求，开展低碳社区建设。在社区规划设计、建材选择、供暖供冷供电供热水系统、照明、交通、建筑施工等方面，实现绿色低碳化。”本项研究通过开展指标体系研究以解决低碳社区建设初期缺乏相应的规范和标准。
