英： SONG Zengbin, male, born in October 1954, graduated from Dalian University of Technology in 1982. He received a Bachelor Degree of Engineering and a Master Degree of Engineering Management. He is also a senior engineer at a professor level and a part-time professor. He currently holds the post as the Vice Mayor of Dalian Municipal People’s Government.

Working Experience: He served as Vice Dean of Dalian Institute of Architectural Scientific Research & Design, First Deputy Manager and concurrently General Engineer of Dalian Third Construction Engineering Corporation, Vice Director (presiding over the whole work) of Dalian Xinghai Bay Development & Construction Administration Center, Vice Director of Dalian Urban & Rural Construction Committee and Director of Dalian Urban & Rural Construction Committee. He has been serving as the Vice Mayor of Dalian Municipal People’s Government since February, 2001.  

中：宋增彬，男，1954年10月出生，1982年大连工学院毕业，工学学士，工程管理硕士，教授级高级工程师，兼职教授，现任大连市人民政府副市长。

      历  任：大连建筑科学研究设计院副院长，大连第三建筑工程公司第一副总经理兼总工程师，大连市星海湾开发建设管理中心副主任（主持工作），大连市城乡建设委员会副主任，大连市城乡建设委员会主任。2001年2月起任大连市人民政府副市长。
